Attending the March 5, 2008 V. o. H. meeting a Dizzy D’s Thrift Shop were:

Mr. Hilbert Watson opened the meeting with a prayer.

Ms. Tamara Weishaupt introduced herself and related information about the Mid Shore Mediation Center offers free services in all types of mediation, but she especially works with people to reconnect family ties in situations where someone is at risk of being evicted so they will have resources to turn to until they can find another place to live.
Hilbert Watson inquired as to their modes of advertisement to the community and Tamara responded that they have ads in the Caroline Review, through community outreach, and they had a spot at the Strawberry Festival last year. Mr. Watson asked if they had spoken with churches in the area and Ms. Weishaupt responded that they hadn’t yet, but that it was a good idea; that they did present to area schools.
Their scope of mediation is wide—Parent-Teen, Neighbor-neighbor, Families, Divorce, Workplace disputes…

Bernie suggested that we should have info on our website to link our visitors with their services. He also told the group to check out the website, if they hadn’t lately, to see what’s new. He asked for notification of any gaps in services; if there were any ambassadors that we were missing.
Bernie reported that the 501c3 is still being worked on. He was asked about the Federalsburg Cold Weather Shelter and stated that he had had roughly 2 calls per week, and had redirected those folks to services better suited to their needs. The question was posed as to how the folks in need get transportation to places that can help them, and Bernie answered that he did, personally, many times, and that case manager did so also, but that there was only 1 case manager for 5 counties.
Bernie suggested that one thing there was a strong need for was for people to be advocates for folks who were emotionally distraught, or mentally challenged, to assist them in working through the process necessary for them to obtain assistance. Things like filling out forms, being a proxy address, helping them to get a photo ID—all things necessary for people requesting assistance to be able to receive it. Bernie mentioned that in the past, these folks were treated somewhat like criminals, but things have improved in the process, and folks are treated with more dignity. This being said, it was still an intimidating process, especially for someone who’s spirit is broken. Maggie Tarrant, of the Caroline Dept. of Social Services agreed, and mentioned she would speak with Linda Webb, of the same organization, to see if it were possible to set up a training for volunteers for the ‘advocate program’ to learn the ropes so they could be informed to the process, and better be of assistance in these matters. Bernie mentioned that he had found a way to aquire a photo ID for folks—to have them register to vote, and take that registration card to the MVA and get an ID with that information. You must have a mailing address though, and John Hobson suggested that VoH could possibly provide a PO Box for this purpose. Bernie said that he had used his own address in the past.

Bernie works with a group (MSCMC) that goes into jails and mediates/advocates for prisoners soon to be released so that they can more smoothly re-enter society. Some of them need medications; all of them need a little money; and assistance for to them get work. He is working on legislation that will set people up with a Rehabilitation Certificate to help possible employers, etc. to be more likely to hire them.

There was discussion among the group about people, especially women with young children, who were terrified that if they gave out too much information, their children would be removed from them…that it was a delicate situation needing special touch or these folks might ‘go underground’, and we wouldn’t be able to find them to help them.

Bernie noted that there are audio conferences given by NAEH (National Alliance to End Homelessness) each month on such topics as: How to create a Local Housing Subsidy Program (March 13); Emergency Prevention Programs (May 8th); and Family preservation and youth issues (June 12). These resources are mentioned on the VoH website on the Educational Resources page. Bernie asked those present to email him with any other resources they may be aware of that could be posted on the website.

Jim reported on the ‘Rebuilding Together ‘ group who’s mission is to provide free services to low-income homeowners in Caroline County who are facing necessary but unaffordable home repairs. He passed out a few brochures and asked for referrals, if we knew of anybody having this need.

The meeting came to an official close around 8:20, with many small discussions between our dedicated and caring members taking place afterwards.

In attendance:

Bernie opened with a prayer and let us know that the by-laws are still in the revision process, and once that is completed, we should be close to becoming a 501c3 corporation.
 
He mentioned the VOH website; that it has been well received and Bernie has gotten many calls because of it. He turned the floor over to Julie Lowe who is assisting Bernie with editing and adding information to the website. She reported that the list of facilities providing assistance has been updated, that she posted the Star Democrat article printed regarding the town of Federalsburg turning Bernie down for a cold-weather shelter in the community center, etc.
 
Bernie listed several activities in progress at present:
 
1)Point-in-Time Survey of Homeless in the area was held on Jan. 29, 2008. There were 6 people counted in Caroline County. It will take a little time to gather all the data from all participating counties. Evelyn Sedlack reported there is to be a meeting for the people involved in the Survey on Friday, Feb. 8.
 
2) Although Bernie's proposal for Federalsburg was voted down by the Town Commissioners, the Federalsburg Ministerial Association has picked up the cold weather shelter, located at the Park Lane Church of God. The coordinator is Sue Dunn, and there are currently 32 volunteers. Bernie passed around an information booklet which included copies of the shelter's intake form, volunteer application and data base, etc. Bernie mentioned that although it hasn't really been cold since its inception, he did open it for an 18 yr-old man to reduce the chances of him becoming 'at risk', but he declined to use it.
 
3) Sue Saathoff hosts an 'immediate need' food pantry and clothes closet in 'The Basement'. Available items include blankets, shoes, hats, gloves, a few coats, as well as food. She takes referrals from Case Managers, etc, and can provide assistance in short order.
 
Marie Perkins reported there is a clothes closet at the Ridgely-Marydel Charge in Greensboro, and that she could be contacted, or Rev. Watson, at the church.
 
 
 
 
 
 
 
 
 
 
 

Voice of the Homeless meeting, Wednesday, May 2nd, 2007, 7:30am,

Market Street Café, Denton

The meeting was devoted to planning for the Strawberry Festival which will be held on May 27th in Ridgely. VOH will sponsor a Homeless Awareness Walk during the morning on that date.

Participants will sign in at the booth, be given a sticker to wear, walk as many laps as they want (1/2 mile/lap within the park) and receive a bottle of water and a certificate upon completion. No fee for participation – this is not a fund raiser.

Help manning the booth during the day would be appreciated.

A meeting was scheduled for Thursday evening, May 3rd, at 5:30pm at St. Luke’s United Methodist Church in Denton.

Bernie Vervin had expected to convene this meeting, but because of professional complications was unable to be in Denton at the appointed time. He regrets any inconvenience this caused.

Incorporation Status
The Articles of Incorporation have been rewritten with the name of the organization singular: Voice of the Homeless.
By laws and 501c3 papers have not been finalized.

Treasurer’s Report
From a previous balance of $711 there have been deducted expenses of $150 and $20 for a filing fee and articles of incorporation, leaving a balance of $541.
The need for an accountant was expressed. Literature from Tinelli Asset Management, Inc., a group that serves Channel Markers and Neighborhood Service Center was presented for future reference.

Other Business
It was proposed that VOH participate in the activities in Ridgely on Memorial Day weekend (Strawberry Festival) both to increase homelessness awareness and to raise funds.
Bernie will try to put that together. Anyone who wants to help with this, or has experience in organizing a Walk, will be well received.

 - An Advocacy Update from National Alliance to End Homelessness on an April 17th event (advocacy@naeh.org)
 - Bernie proposed and presented an organizational structure showing VOH as a catalyst for the five counties. VOH will actively participate to the Mid-Shore Round Table and also pursue other avenue to inform State and Local Government Representatives
 - Progress (or lack thereof) on affordable housing in Caroline and neighboring counties

It was suggested that contact be established with Urban Ministries in Salisbury to learn how they work in helping the homeless.

Website
Bernie was commended on his development of the website www.voiceofthehomeless.com. The importance of using the site as a link with other homeless efforts was stressed.

The minutes of the Wednesday meeting were reviewed so as to apprise the group of those proceedings.

Rev. Bell was able to explain the Urban Ministries operation in Salisbury. It is run by the Salisbury Methodist churches and offers an impressive variety of services to the poor, including the homeless, but does not, as yet, have a shelter facility. They are trying to organize a shelter and have plans for a building but no funds for staffing.

There was a discussion about making lap robes for shelter clients and the need for donated fabric and sewers. Mary Ellen has a sewing machine and directions. Mary Ellen, Sue and Barbara will carry this idea forward.

The funds collected at Summerfest, 2006, that had been in the safekeeping of Lorry George and were recently sent to Jim Bradley, were transferred to Bernie Vervin so that he can cover current expenses of filing fees.

It was confirmed that the Voice of the Homeless mission statement would (a) reflect the group’s interest in homeless issues in the Upper shore’s five counties and (b) in no way suggest that the group intends to influence legislation.

Bernie reported that the Articles of Incorporation had been submitted to the Department of Assessments and Taxation on February 9, 2007.

In reading over the articles of incorporation, Susan Bunker noticed that the name of the organization was given as “Voices of the Homeless”, with “Voices” written in the plural. This is a change from the singular designation that has been in use until now.

The work on filing for 501c3 non-profit status is proceeding under the direction of Kathy Jackson.

Paper copies of the VOH web site were shared. Bernie invites everyone to check the site – ww.voiceofthehomeless.com and offer comments and suggestions.

Bernie asked that consideration be given to events that could be included in a web site Calendar of Events. Immediate suggestions, beyond regularly scheduled meetings, were Summerfest and the Block Party.

Bernie asked that everyone look at the web page that lists proposed committees and give some thought to the possibilities of combining some of those or adding others. Most of these can effectively be committees of one acting independently and reporting monthly to the president. Volunteers are needed for this work.

It was reported that the February collection of supplies for the Salisbury emergency cold weather homeless shelter was a great success. The quantity filled a station wagon – including the passenger front seat – and was delivered the previous evening (3/7). An e-mail note of thanks was received on 3/8 and will be distributed to the VOH family.

The e-mail thank you from Norm Lyster at the Salisbury shelter, referred to in the minutes, follows.

Jim, good seeing you again last evening. Sorry you could not join us for dinner but the weather would have sent me back up the road also. I have been told that the chicken pot pie was excellent, though. I want to thank you and your "Voice of the Homeless" volunteers for the very generous gift of supplies. A lot of the blankets were put to immediate use last night. We had pretty much run out. The soap and other toiletries were pooled with our supplies and will be given out as requested. Last year I made the mistake of just putting them all out at once. They all disappeared within minutes. I'm a tad smarter. The long underwear went like hot cakes. No surprise there with temperature 18 this morning. The other clothing was snapped up also. The hand knit caps are beautiful. I passed some of those out and will dole out the others as needed. Many thanks again !!! Hope you can get a similar project off the ground in Denton. You really do have to get the ministers on board to make it fly though. They are indispensable in getting the congregations motivated. As my pastor told me "If we are who we say we are, we have to do this" I agree and for me it is a lot more satisfying than being Chairman of the Administrative Board.

I thought Trinity would volunteer ok but no one was stepping up to be "key volunteer". I resigned Chair and jumped from frying pan to fire. I have not regretted it for one minute. Good luck.

Bernie reminded us to stay focused on our mission statement which was read to the group. He said it was important to remember that VOH, while a Caroline County organization, has an interest in serving the five-county Eastern Shore region.

Kathleen Jackson is working on the 501c3 application and has provided us with a list of items that need to be researched to complete the forms. A committee (Jim, Sue, Mary Ellen) was formed to do this research.

Bernie reported that Walt Palmer had not responded to a request concerning the status of the Articles of Incorporation; Bernie will follow up on this.

Lorry George is safeguarding the funds collected at Summerfest.

VOH has an address: P.O. Box 103, Denton, MD, 21629.

Bernie has made contacts to put together an Advisory Board made up of homeless people to tell us what their needs and problems are.

Bernie mentioned creating multiple advisory boards representing or responsible for different needs ie fundraising, presentation/speakers, etc.

We also need a Board of Directors (2-3 people). Bernie would like to be on it.

There was a discussion about the number of Advisory Board members (4? 5?) and from what groups they should be drawn (political, church, local government, etc.). There is a list of potential members drawn up last summer that will be resurrected. Membership on Boards will need vote approval.

The big news is that VOH has a website, thanks to Bernie. www.voiceofthehomeless.com. It is a work in progress but already includes information and links on the judicial system, shelters, churches, medical resources and agencies for the five-count area. We need to make people aware of the existence of the website.

A discussion followed on needed events and projects for the coming year. Suggestions included: getting the Board of Education involved with school activities (poetry and essay contests, student research on homelessness) and newspaper articles. Jennifer suggested letters to the editors of the local newspapers and using public service announcements on local radio, at least to announce meetings.

Jim will put the 2007 Point-In-Time Survey results in the newspapers and the Caroline Review as soon as they are available.

Mary Ellen asked for people to knit scarves, hats and mittens. She has lots of donated yarn.

It was noted with regret that Ruth Dominick has dropped from VOH and is working with a Talbot County shelter. Ruth’s experience with shelter operation and her steadfast enthusiasm for the opening of a Denton cold weather shelter were motivations for the rest of us and will be missed. Because of her departure we are in need of a Secretary.

All were reminded of the collection of personal items for the homeless shelter in Salisbury. Collection spots ate Rose’s, St. Like’s, Food Lion and Market Street Café.

On 2/8/07 Bernie filed and paid for the Articles of Incorporation; Walt Palmer did the paperwork. It should be back in less than two months.

Discussion followed about various potential working committees: school system, homeless awareness, church liaison, etc. Ideas are welcome.

Jim sent an article to the Star Democrat today.

Bernie stressed that VOH is based in Caroline County but serves the five-county area.

Jim reiterated that VOH does not have a mission to operate or manage a shelter but to promote and facilitate the opening of one.

Kathleen Jackson went over the list of information needed to complete the 501c3 application. Some of it will be done by the committee formed at yesterday’s meeting.
